Who is behind this?
This grant program is courtesy of Mobifree. Mobifree is a pilot within the Next Generation Internet initiative. The partners within the consortium are foundations, companies, academic institutions and individuals involved in creating a number of libre building blocks for a more open mobile ecosystem:

Creating these building blocks is the primary objective. NLnet foundation is involved in order to reach a secondary objective of the programme, which is to provide an agile, effective and low-threshold funding mechanism to enable individual researchers and developers, as well as small (potentially distributed) teams of them, to research and develop important new ideas that contribute to the establishment of the Next Generation Internet — and in particular the domain of libre mobile technologies. It shares this goal with programmes like NGI Zero and of course with other pilots like TALER and Fediversity.
In other words: part of the budget of Mobifree (15% to be precise) is reserved for open calls to fund free and open source efforts that are aligned with the topics and approach of Mobifree.The money for the pilot is kindly provided by the European Commission DG CNECT.

Review Committee
NLnet has installed a Review Committee for this fund. This Review Committe consists of independent experts from the internet and open source field, academia and the public sector. The committee receives no remuneration for its work, and its members have no other economic interests with any projects funded by the programme.
The Review Commitee receives the outcome of the selection process, and independently validates that all the projects that are selected are indeed eligible for funding, budgets are frugal, and that there are no other concerns.
